Command and Control Operations Management System (C2OMS) Overview

C2OMS provides access to the right information at the right time, allowing day-to-day public safety and event-based emergency response commanders to make effective, consistent, and timely decisions. A common operating picture (COP), as defined by the National Incident Management System (NIMS), is continuously updated during an incident, helps ensure consistency at all levels of incident management across jurisdictions, as well as between various governmental jurisdictions, private-sector, and non-governmental entities that are engaged in the incident.

C2OMS specifically addresses the common operating picture as described under “Required Actions for Compliance” within its FY07 implementation matrix.

Core to C2OMS is a proven enterprise framework that allows for an integrated approach to intelligence and information sharing, both to disparate data sources internal and external to a given jurisdiction. Key features include:

  • Graphically represented COP with multi-level situational awareness (SA) that allows for secure information dissemination
  • Event-based response business process management (BPM) for Emergency Operations Center (EOC) incident life-cycle activities
  • Resource/inventory management with support for NIMS IRIS and local/state resource management systems
  • Automated damage assessment collection and presentation
